This phrase just means that oftentimes a picture can tell a story just as well as very descriptive writing. In fact, sometimes a picture can transmit feelings, thoughts, or an experience even better than words. I think this might be because it takes time for someone to read a detailed text, whereas talented photographers, painters, and artists can create an image that captures a moment in time that the viewer can digest at once which can be quicker than reading and imagining what the words say. Furthermore, every person who reads a particular text usually interprets it differently in their mind; however, a picture often is a more direct demonstration of what the creator would like to convey.

Examples:
When I hear this phrase, I sadly always think about the terrorist attacks in New York City on September 11, 2001. At that time, I was an exchange student studying abroad at The Chinese University of Hong Kong. When thinking back to that time and what was happening in the US, despite all of the detailed newspaper articles that I read reporting about the situation, it is the pictures of the devastation and sorrow that stick out in my mind. I suppose because those photos are such vivid depictions of the loss and suffering for those involved in that shocking attack.
