“with”: the preposition;
“a multinational effort”: a noun phrase being the object of the preposition “with”; and within this noun phrase: (a) “effort” is the noun; (b) “a” is an adjective in the form of a indefinite article modifying the noun “effort”; (c) “multinational” is an adjective modifying the noun “effort”.
6. Noun Clause: “it is about making a real difference to the security of Chinese shipping in the region”

This is a dependent clause headed by the subordinating conjunction “as”. A clause is a complete sentence with a subject and a tensed verb.
“it”: the subject of the clause;
“is”: linking verb;
“about making a real difference to the security of Chinese shipping in the region”: an adjective phrase in the form of a prepositional phrase, being the subject complement renaming the subject “it”;
