I think on  answer is correct.
in the event should be in the event that

A 应该是对的

I would choose " In the event".  here, "in the event" = " in case"
"on the condition that ''= 'under the condition that '
to go to Austrralia is the purpose of applying for a  passport and visa, rather than the condition.

I looked in the event up in dictionaries, one defines it as in any case, another as it happened

In the event that you go to Australia you must  apply for the passport and the visa  (略去了 that)

in the event that   在...的情况下，...

想想那个词 must 的作用。如果把 must 改成can， 那么B也可以是对的。
